When dealing with real estate owned (REO) or short sale properties, brokers and agents must routinely show properties and make offers on them - regardless of the likelihood the offers will be accepted. There is no harm in having an offer rejected, but failure to write and submit multiple offers on multiple properties is detrimental to all.
